Representative of VICMC attended the Policy Impact Assessment International Conference

On March 9, 2022, the representative of the Vietnam International Commercial Mediation Center (VICMC) attended the “Workshop to comment on the Draft of Guideline for the assessment and ranking of Policy Impact Assessment Reports”. 

The international conference is part of the Commonwealth of Nations’s Technical Assistance Program, jointly implemented by the Department of Justice and the Department of International Regulations Enforcement, UK’s Department for Business, Energy & Industrial Strategy.

The Conference had the participation of representatives of ministries and sectors such as the Ministry of Justice, the Ministry of Finance, the Ministry of Transport, … and many legal experts in the field of policy formulation. The representative of the Vietnam International Commercial Mediation Center (VICMC) participating in the Conference was Lawyer Nguyen Hung Quang – President of VICMC and Assoc. Dr. Nguyen Minh Hang – Secretary-General of VICMC.

As a member of the expert group involved in developing the draft document, President Nguyen Hung Quang gave a brief presentation and introduction on the Draft of Guideline for the assessment and ranking of Policy Impact Assessment Reports. The document sets out how to determine criteria to evaluate and rank policy impact assessment reports based on current Vietnamese laws and practices in Vietnam as well as refers to international experiences from UK and ASEAN.

Speaking at the conference, Assoc. Dr. Nguyen Minh Hang – Secretary-General of VICMC highly appreciated the research results and methods of the expert group. Commenting that the document has a suitable and highly practical approach, Secretary-General Nguyen Minh Hang proposed to expand the application scope of these criteria for the legal review in the process of proposing Vietnam accedes to international treaties.

Besides, Prof. Dr. Nguyen Minh Hang also commented on the barriers and limitations that still exist for the research, formulation, and evaluation of policies in general and solutions to overcome.

During the discussion session of the Conference, experts from the Ministry of Justice gave many suggestions to supplement and finalize the document in the direction of concretization, increasing applicability in practice. At the end of the Conference, the expert group will continue to work to finalize and submit the document to the Ministry of Justice for consideration and promulgation.
